Kathryn specialises in emissions inventories and data visualisation. She has led work to compile and QA/QC greenhouse gas inventories for the UK Oversees Territories and Crown Dependencies and the Devolved Administrations as part of the UK emissions inventory programme. She has recently been working with Jersey, Guernsey and the Isle of Man creating technical reports, reports for the general public and visualisations of emissions data to increased understanding of emissions data and facilitate stakeholder engagement.

Rob is a Charted Transport Planning Professional who works for the Government of Jersey as a Senior Transport Planner in the Infrastructure, Housing and Environment department. He spent the first 10 years of his career working in the private sector around the south west of England before moving to Jersey at the beginning of 2017. He has expertise in delivering civil engineering schemes, assessing and appraising transport projects and developing transport policy. In his day job he leads the Government’s small team of transport planners who have responsibility for managing the Government’s programme of sustainable transport initiatives, responding to Planning Applications and providing technical input into matters of transport policy. Since moving to Jersey Rob has worked on a variety of projects relating to tackling the climate emergency, including • Leading on a review of Vehicle Emissions Duty to support the States Assembly in introducing higher tariffs, for vehicles which emit more CO2 per km travelled. • Responding to Scrutiny questions about the environmental impact of Battery Electric Vehicles • Developing the Sustainable Transport Policy on secondment into the Strategic Policy, Performance and Population department in 2019 • Delivering projects in the Government’s Strong Start and Active Travel Update Programmes • Supporting the Minister for Infrastructure responding to transport propositions

Chris Sibthorpe is a transport planner with over 20 years' experience in the planning and design of sustainable transport. He heads up PJA’s Manchester office and is also their active travel lead, developing strategies to encourage more people to walk and cycle with a focus on inclusive and sustainable design. Working with engineers and urban designers he creates places and spaces that meet aesthetic, social and functional aims and is passionate about decarbonising transport through recreating more people-friendly streets across different settings. PJA are currently assisting the Government of Jersey in the development of an active travel plan for the island

Matthew Shepherd

Matthew is a Principal at Oxera Consulting LLP and works across a wide range of sectors. He has advised the Government of Jersey on many policy issues for over 10 years, including on transport, energy, social care and economic forecasting matters. Matthew leads Oxera’s practice area on the economics of climate change, working with a range of clients to understand the opportunities and risks that policies and regulations enacted to address climate change pose for them.

Rebekah leads on New Economics Foundation’s just transition projects within the Environment and Green Transition team, centering workers and communities in efforts to decarbonise the economy. She previously worked as a civil servant, most recently at the Department for International Development. She has a longstanding interest in and commitment to climate justice and is also an organiser with Green New Deal UK.

Jim Hopley
Honorary Chairman of Jersey’s Disability Partnership
Retired ex Chief Executive of one of the Channel Island’s leading retailers the Co-operative Society where under his leadership several environmental awards were won Jim now devotes his time to a variety of voluntary roles. As well as links to Jersey’s Fairtrade Island Group and the island’s Living Wage Foundation Jim holds several Honorary Chairmanships. These include Genuine Jersey the island’s provenance mark, the Jersey National Park, the Community Action Group and the Chamber of Commerce’s Environmental Committee. Along with his numerous other responsibilities he is also the Chair of the Government sponsored advisory body the Energy Forum where as a commercially non-conflicted participant he brings balance to the deliberations.

Hilary is an experienced campaigner, researcher and policy advisor. She has a proven track record in influencing legislation and policy areas such as (Fair) Trade rules and practices, climate change, reducing inequality and the quantity and quality of sustainable and climate finance. She has coordinated campaigns and advocacy towards multilateral institutions such as the United Nations, World Bank Group and the European Union. Currently she is a Director of ValueMetrix, a Jersey based sustainability consultancy. In addition she is a Trustee of Jersey Association of Youth and Fellowship (JAYF), Committee Member of Le Comite de la Commune Rurale de St Jean and Editor of St John’s parish magazine.
