Citizens’ Assembly – Content Block One
Here you will find all of the information from the first content block of the Citizens’ Assembly on Climate Change. This includes recordings of all the speakers, the fact sheets that accompany their presentations and also all of the speaker biographies.
What does content block one involve?
Block One provided the randomly selected members of the Citizens’ Assembly with an overview of what they’ve been tasked to do over the duration of the time they will spend together. This included explaining the part they will play in Jersey’s commitment to reaching carbon neutrality.
To inform deliberations by the Citizens’ Assembly technical expects delivered presentations about specific aspects of climate change. The speakers and topics which were covered in the first content block are as follows:

Professor Liz Bentley

The Royal Meteorological Society
Liz is currently the Chief Executive of the Royal Meteorological Society, the learned and professional society for weather and climate in the UK. They also play an important role internationally as one of the largest meteorological societies in the world. They are a registered charity and our mission is to advance the understanding of weather and climate for the benefit of all. Liz has been a meteorologist for over 25 years and has a wealth of experience after working in a wide variety of roles: operational meteorologist, research scientist, trainer, communication and management. Liz has worked with public, private and academic sector roles including the Met Office, BBC, and Ministry of Defence. Liz has a PhD in mathematics and was awarded of Professorship in 2014 by the University of Reading. Over the last decade Liz has been the spokesperson for the Royal Meteorological Society providing over 150 media interviews a year and invited to speak about weather and climate at conferences and boards/panels. In recent years, delivered climate change communication training to broadcaster meteorologists, journalists and Heads of News at BBC, ITV and Sky.

Paul has worked for Jersey Met for 30 years. His role includes responsibility for a number of local weather stations, recording and monitoring the weather and the data these provide for both the operational forecasting office and the Islands' climatological resources.

Sophia Bird
Weather Presenter
ITV Channel Islands
Sophia has been the Weather Presenter for ITV in the Channel Islands since 2006 and is one of the Channel Islands best known faces. Sophia works closely with both Jersey Met and UK Met and as a result has a firm understanding of the Channel Islands microclimate. Sophia has also presented the National ITV Weather, the regional 6pm news bulletin, lunchtime and late news. These days Sophia is primarily seen on the six daily weather bulletins on ITV during the week, and is out and about across the islands presenting live, and covering all aspects of Channel Island weather. Willie Peggie
Director of Natural Environment

Willie is Director of Natural Environment within Government of Jersey and Acting Group Director of Regulation. He was born and educated in Scotland , at the High School of Dundee then the University of St. Andrews reading Geography before completing a Masters Degree in Land Resource Management at Silsoe College , Cranfield University – originally the National College of Agricultural Engineering. His early career was spent in the waste management and quarrying industries predominantly in the Midlands; constructing, operating, and ensuring the environmental compliance and best practice of waste management facilities, recycling and composting sites, and sand and gravel and limestone quarries. In his last UK role he took responsibility for the East of England for a large European waste and resources company before he moved to Jersey with his young family in 2005 enabling proximity to at least one set of grandparents. His roles with the Government of Jersey have all been within the field of Environment; Head of Waste Regulation, Assistant Director – Environmental Protection, Director of Environment, Deputy Chief Officer of the Department of the Environment and now the roles outlined above. “The environment” in its widest context is what has interested and inspired me from childhood and I’m fortunate to be able to work in an ever changing and evolving sector.

Dr Jonathan Renouf
Climate Change Film Producer
Dr Jonathan Renouf is an award-winning television producer who began his career on the BBC’s “Newsnight”, programme, before spending 20 years working for BBC television's Science Unit. He was Executive Producer of series such as "Wonders of the Universe", "The Sky at Night" and "How Earth Made Us". His climate change credits include: "Earth: The Climate Wars", "Meltdown: A Global Warming Journey" (BAFTA nomination), "Climate Change by Numbers" and "Climate Change: The Facts". He was a member of the 2013 Jersey Electoral Commission. He now lives in Jersey.

Rebekah Diski

Rebekah Diski leads on New Economics Foundations’s just transition projects within the Environment and Green Transition team, centering workers and communities in efforts to decarbonise the economy. She previously worked as a civil servant, most recently at the Department for International Development. She has a longstanding interest in and commitment to climate justice and is also an organiser with Green New Deal UK.

Dr Louise Magris

Louise comes from a science and biodiversity background having a first and higher degree in ecology and an early career that focussed on mammal research and conservation in Jersey. In 2005 Louise moved into policy for the Government of Jersey authoring the ‘State of Jersey’ report, the first baseline report on Jersey’s environment. She led the team that developed and delivered Pathway 2050 - Jersey’s first Energy Strategy agreed by the States Assembly in 2014. She currently leads the Sustainability and Foresight Team from within the Strategy and Innovation Directorate in the Strategic Policy, Performance and Population Department. Her portfolio comprises a number of cross cutting areas including strategic long term planning, foresight, energy and climate change strategy, transport policy and environmental economic levers. She also works in other areas of policy and delivery including work around the Government Plan and managing the Climate Emergency Fund, a multi- million pound fund established by the States Assembly in 2019 to begin to resource the policy and initiatives necessary to respond to the declaration of a climate emergency and an ambitious carbon emissions reduction agenda.

Behavioural Insights Team (BIT)
Toby leads the Energy, Transport & Sustainability work at the Behavioural Insights Team (BIT). BIT was the world's first government institution dedicated to the application of behavioural science to improve lives and communities, established in No10 Downing Street in 2010, and now a global social purpose consultancy. Toby's focus is on applying insights from behavioural economics, cognitive and social psychology to support and encourage pro-environmental behaviour, working closely with policy-makers, charities and firms on issues such as electric vehicle adoption, sustainable diets, energy conservation and the illegal wildlife trade. His background is in social psychology and engineering

Kathryn Hampshire

Kathryn specialises in emissions inventories and data visualisation. She has led work to compile and QA/QC greenhouse gas inventories for the UK Oversees Territories and Crown Dependencies and the Devolved Administrations as part of the UK emissions inventory programme. She has recently been working with Jersey, Guernsey and the Isle of Man creating technical reports, reports for the general public and visualisations of emissions data to increased understanding of emissions data and facilitate stakeholder engagement.

Katie King
Company Director
Aether
Katie is a Company Director at Aether and has been involved in the compilation of emissions estimates for 15 years, focused in particular at the local level through spatial mapping of emissions. Katie is Knowledge Leader for Local Authority carbon emission data as part of the UK NAEI programme, overseeing the production of the LA level CO2 dataset for DECC each year. Katie has much experience in data evaluation for emissions estimates, advising on and reviewing the work of the National Atmospheric Emissions Inventory emissions mapping team covering many sectors.

Before moving to Jersey to take on the role of Chief Economic Adviser in 2018, Nick Vaughan had previously held the roles of Chief Economist and Director For Economics Statistics with the Office for National Statistics in the UK, as well as having spent 15 years in the UK Treasury where he was Deputy Director for the Economics Group heading the economic forecast team from 2008.

Matt Shepard

Oxera Consulting LLP
Matthew is a Principal at Oxera Consulting LLP and works across a wide range of sectors. He has advised the Government of Jersey on many policy issues for over 10 years, including on transport, energy, social care and economic forecasting matters. Matthew leads Oxera’s practice area on the economics of climate change, working with a range of clients to understand the opportunities and risks that policies and regulations enacted to address climate change pose for them.
