The Advisory Panel for the Citizens’ Assembly on Climate Change was chaired by Professor Liz Bentley, the Chief Executive of the Royal Meteorological Society. Alongside Liz the panel consisted of five other members who were chosen to bring balanced expertise at both local and international levels. The panel provided independent and balanced oversight of the information which was presented to participants of the citizens’ assembly. The Advisory Panel had Terms of Reference.

The Royal Meteorological Society
Liz is currently the Chief Executive of the Royal Meteorological Society, the learned and professional society for weather and climate in the UK. They also play an important role internationally as one of the largest meteorological societies in the world. They are a registered charity and our mission is to advance the understanding of weather and climate for the benefit of all. Liz has been a meteorologist for over 25 years and has a wealth of experience after working in a wide variety of roles: operational meteorologist, research scientist, trainer, communication and management. Liz has worked with public, private and academic sector roles including the Met Office, BBC, and Ministry of Defence. Liz has a PhD in mathematics and was awarded of Professorship in 2014 by the University of Reading. Over the last decade Liz has been the spokesperson for the Royal Meteorological Society providing over 150 media interviews a year and invited to speak about weather and climate at conferences and boards/panels. In recent years, delivered climate change communication training to broadcaster meteorologists, journalists and Heads of News at BBC, ITV and Sky.

Behavioural Insights Team (BIT)
Toby leads the Energy, Transport & Sustainability work at the Behavioural Insights Team (BIT). BIT was the world's first government institution dedicated to the application of behavioural science to improve lives and communities, established in No10 Downing Street in 2010, and now a global social purpose consultancy. Toby's focus is on applying insights from behavioural economics, cognitive and social psychology to support and encourage pro-environmental behaviour, working closely with policy-makers, charities and firms on issues such as electric vehicle adoption, sustainable diets, energy conservation and the illegal wildlife trade. His background is in social psychology and engineering

Jim Hopley

Jim is the ex-Chief Executive of one of the Channel Island’s leading retailers, the Co-operative Society, where under his leadership several environmental awards were won. Jim now devotes his time to a variety of voluntary roles. As well as links to Jersey’s Fairtrade Island Group and the island’s Living Wage Foundation Jim holds several Honorary Chairmanships. These include Genuine Jersey the island’s provenance mark, the Jersey National Park, the Community Action Group and the Chamber of Commerce’s Environmental Committee. Along with his numerous other responsibilities, he is also the Chair of the Government sponsored advisory body the Energy Forum whereas a commercially non-conflicted participant he brings balance to the deliberations.

Rebekah Diski leads on New Economics Foundation’s just transition projects within the Environment and Green Transition team, centering workers and communities in efforts to de-carbonise the economy. She previously worked as a civil servant, most recently at the Department for International Development. She has a longstanding interest in and commitment to climate justice and is also an organiser with Green New Deal UK.

Fod Barnes
Former Economic Advisor to Government of Jersey
From 2000 to 2015 Fod was the team lead and lead Partner for the OXERA economic advice to the Government of Jersey. From 2015 to 2020 Fod was a Senior Adviser at the Financial Conduct Authority and/or the Payment Systems Regulator. In theory Fod retired in September 2020. His expertise is in small island economies and the interaction of regulation and competition, particularly in economically regulated sectors of the economy.

Rachel Harker

Rachel is a highly experienced applied technologist who has worked on a diverse portfolio of multi-disciplinary development programmes. After graduating from Cambridge University with an MEng in Engineering (Fluid Mechanics & Thermodynamics) she went to work for James Dyson to develop a diesel particulate exhaust cleaning system. From there she co-founded a technology start-up which developed the first mobile phone proximity marketing solution which was used by global brand advertisers in 15 countries. After exit she became a technology consultant working with start-ups and global companies developing innovative technology and products. Since 2015 her consulting business, TPO12, has been working with R&D and innovation departments at a range of global companies finding solutions to major multi-disciplinary technical challenges. She is also on the board of a retail Internet-of-Things start-up and advises investors on technology investments. She has recently become a Technology Development Consultant for Digital Jersey.
